Last year, President Trump announced that all US troops would be withdrawn from Afghanistan. But the Trump administration failed to implement the agreement. In the aftermath, new President Biden has said that all US troops will be withdrawn from Afghanistan by September 11. NATO and British troops will also leave Afghanistan.
Why did the westerners come to Afghanistan?
Everyone knows that the West never works without self-interest. But before we know why they came to Afghanistan, we need to know about the Soviet-Afghan war.
The Soviet-Afghan War took place between 24 December 1969 and 15 February 1969 between the Soviet Union and the Democratic Republic of Afghanistan and the Afghan Mujahideen. Afghanistan fought against the Soviet Union with the help of four mujahedin organizations and the United States, Pakistan and other countries. The war ended on 15 February 1969 with the withdrawal of the last Soviet troops from Afghanistan.
Then came the political instability between the four organizations with the power of Afghanistan. Despite the instability, Borhan Uddin Rabbani formed the Afghan government. However, the heads of the other three organizations were reluctant to accept this government. On the basis of which the Taliban emerged in 1994 under the leadership of Mullah Omar. Until the formation of the Taliban government in 1996, an Afghan-Pakistani organization called Al Qaeda became very active. Al Qaeda attacked the US embassies in Kenya and Tanzania in 1998, killing at least 224 people. After the attack, bin Laden became known to the United States as the Most Wanted. Osama bin Laden, with the help of the Taliban government, formed militant groups along the Afghan-Pakistani border, turning the United States and the entire West into anti-Afghan. Al Qaeda and the United States became hostile. Many believe that al-Qaeda carried out the attack on September 11, 2001, but blamed the Taliban government. Bush told the Taliban government that bin Laden should be handed over to the United States from Afghanistan, but the Taliban refused to comply. An anti-Taliban militia called the Northern Alliance, led by the United States and Britain, overthrew the Taliban. Gradually, the West became more anti-Afghan.
They later sent troops to Afghanistan to drive out al Qaeda, the Taliban and other militant groups. That was the beginning of the Afghan-Western War, which lasted for 20 years.
The bloody 20-year war has cost both sides dearly. About 2,300 US troops and 450 British troops were killed in the war, and US troops had to pay about ১ 1 trillion in aid. Citizens, journalists, relief workers.
What is the benefit of America in this war?
War means victory / defeat. It will either win or lose. At present, the US will withdraw its troops on the basis of the Doha agreement with the Taliban. In this way, the defeat of the Americans in Afghanistan will have to be on the knees not only in Afghanistan but all over the world. Because the United States did not achieve the goal of entering Afghanistan. Because they wanted to overthrow al-Qaeda, the Taliban, but they could not. If and without al-Qaeda, they are now on the Afghan-Pakistani border. It is clear that if not met again, the United States will have to pay a high price. Because the Taliban will not attend the summit in Turkey on April 24 unless the troops are withdrawn. The Taliban leader has made it clear that we will continue to try to implement the agreement at any cost, and he also said that US defeat on Afghan soil is our victory.
Peace will return to Afghanistan! "
The US will hand over Afghanistan to the Taliban so that peace can return to Afghanistan.
It is not easy to say that peace will return to Afghanistan after the withdrawal of foreign troops, because none of the organizations in Afghanistan will continue to work with the government to form an Afghan. This is almost certain. Because the Americans have been ousted because of the Americans who have been defeated on Afghan soil. For this they will want to go to the seat of power. But it will not be so easy to go to the center of power. It will not be easy to run the current government and the country. The current government was with the help and support of the US. Now their power will decrease. Taliban and Al Qaeda will be stronger. Afghans are more likely to be warmed up again. This will not bring peace, but will sow the seeds of unrest in Afghanistan. The consequences will be for the civilians of Afghanistan who have been persecuted by the Americans for so long. If the agreement goes into effect, they will continue to be exploited. But now it is time to see how effective the Doha Agreement is.

আমেরিকার পরজয় এবং আফগান সংকটঃ-
আফগানিস্তান, যার সরকারি নাম আফগানিস্তান ইসলামী প্রজাতন্ত্র। এটি দক্ষিণ এশিয়ার একটি রাষ্ট্র। রাষ্ট্রটি ইরান, পাকিস্তান, চীন, তাজিকিস্তান, উজবেকিস্তান, ও তুর্কমেনিস্তানের মধ্যস্থলে একটি ভূ-বেষ্টিত মালভূমির উপর অবস্থিত।
আফগানিস্তান প্রাচীনকাল থেকেই এশিয়ার একটি গুরুত্বপূর্ণ সন্ধিস্থল হিসেবে পরিচিত। বহু প্রাচীন বাণিজ্য ও বহিরাক্রমণ এই দেশের মধ্য দিয়েই সংঘটিত হয়েছে। আজকের এই লেখাটা আফগানিস্তান কে নিয়ে তবে লেখাটা হবে মূলত আফগান যুদ্ধ নিয়ে।
এরজন্য আগেই আফগানিস্তান সম্পর্কে কিছুটা বর্ণনা করে নিলাম। কেননা আফগানিস্তান ভৌগোলিক ভাবে অনেক গুরুত্বপূর্ণ। যাইহোক এবার শুরু করা যাক।
গত বছর প্রেসিডেন্ট ট্রাম্প ঘোষণা করেছিলেন যে আফগানিস্তান থেকে সব মার্কিন সৈন্য প্রত্যাহার করা হবে। কিন্তু চুক্তি কার্যকর করে যেতে পারেনি ট্রাম্প প্রশাসন ।তারই ধারবাহিকতায় নতুন প্রেসিডেন্ট বাইডেন একই কথা বলছেন যে ১১ সেপ্টেম্বর মধ্যে সকল মার্কিন সৈন্য আফগান থেকে প্রত্যাহার করা হবে।এরই সাথে ন্যাটো ও ব্রিটিশ সৈন্যরা ও চলে যাবে আফগানিস্তান ছেড়ে।
আফগানিস্তানে কি কারনে পশ্চিমারা এসেছিলো?
পশ্চিমরা কোন দিন স্বার্থ ছাড়া কাজ করেনা এটা সবারই জানা।তবে তারা কেন আফগানিস্তানে এসেছিলো এটা জানার আগে আমাদের জানতে হবে সোভিয়েত -আফগান যুদ্ধ সম্পর্কে।
সোভিয়েত–আফগান যুদ্ধ ১৯৭৯ সালের ২৪ ডিসেম্বর থেকে ১৯৮৯ সালের ১৫ ফেব্রুয়ারি পর্যন্ত সোভিয়েত ইউনিয়ন ও আফগানিস্তান গণতান্ত্রিক প্রজাতন্ত্র এবং আফগান মুজাহিদদের মধ্যে সংঘটিত হয়। সোভিয়েত ইউনিয়নের বিরুদ্ধে আফগানিস্তান ৪ টি মুহাজিদ সংগঠন এবং আমেরিকা, পাকিস্তান ও অন্যান্য দেশের সহয়তায় তারা যুদ্ধ করেছিলো।১৯৮৯ সালের ১৫ ফেব্রুয়ারি আফগানিস্তান থেকে সর্বশেষ সোভিয়েত সৈন্য প্রত্যাহারের মধ্য দিয়ে এই যুদ্ধের সমাপ্তি ঘটে।
তারপর আফগানিস্তানের ক্ষমতা নিয়ে ৪ টি সংগঠনের মধ্যে চলে রাজনৈতিক অস্থিরতা। অস্থিরতা সত্বেও বোরহান উদ্দিন রাব্বানী আফগান সরকার গঠন করে।তবে এই সরকার মানতে নারাজ ছিলো অপর ৩ সংগঠনের প্রধান।যার ভিত্তি করে ১৯৯৪ সালে মোল্লা ওমরের নেতৃত্বে তালেবানের উত্থান হয়।ঠিক ২ বছর পর বোরহানউদ্দিন সরকারকে উৎখাত করে ১৯৯৬ সালে আফগানিস্তানে সরকার গঠন করে যা চলছিলো ২০০১ সাল পর্যন্ত।১৯৯৬ সালে তালেবান সরকার গঠনের পর আফগান -পাকিস্তান বেশ সক্রিয় হয়ে উঠে আল কায়েদা নামক এক সংঠন। এই আল কায়েদা ১৯৯৮ সালে কেনিয়া ও তাঞ্জানিয়ায় মার্কিন দূতাবাসে হামলা চালায় সেখানে প্রায় ২২৪ জন নিহিত হয়। এই হামলার পর লাদেন আমরিকার কাছে মোস্ট ওয়ান্টেড নামে পরিচিত পায়। ওসামা বিন লাদেন তালেবান সরকারের সহয়তায় আফগান-পাকিস্তান সীমান্তে জঙ্গীসংগঠন গড়ে তুলে যার ফলে আমরেকিরা তথা পুরো পশ্চিমারা আফগান বিরোধী হয়ে উঠে। আল কায়েদা ও আমরিকা বিরোধী হয়ে উঠে। অনেকের ই ধারণা আল কায়েদা ২০০১ সালে ১১ সেপ্টেম্বর হামলা করে।তবে হামলার জন্য দায়ী করা হয় তালেবান সরকারকে। তৎকালীন বুশ তালেবান সরকারকে জানিয়েছিলো যে লাদেনকে আফগানিস্তান থেকে আমেরিকার কাছে তুলে দিতে হবে কিন্তু তালেবান সরকার তা মানতে নারাজ ছিলো।যারপ্রেক্ষিতে আমেরিকা ও ব্রিটিশদের সহতায় নর্দান অ্যালায়ন্স নামে তালেবান বিরোধী একটি মিলিশিয়া গোষ্ঠী অভিযান চালিয়ে তালেবানকে ক্ষমতাচ্যুত করে। ধীরে ধীরে পশ্চিমরা আফগান বিরোধী আরও প্রবল হয়ে উঠে।
পরবর্তীতে তারা আফগান থেকে আল কায়দা, তালেবান ও অন্যান্য জঙ্গীসংঠন হটাতে আফগানে সৈন্য পাঠায়। সেই থেকে আফগান -পশ্চিমা যুদ্ধ শুরু যা এখন পর্যন্ত (২০ বছর) চলেছে।
এই ২০ বছরের রক্তক্ষয়ী যুদ্ধে দুইপক্ষকে চড়া মূল্য দিতে হয়েছে।এই যুদ্ধে প্রায় ২৩০০ মার্কিন সেনা ও ৪৫০ ব্রিটিশ সেনা মারা যায়।আর মার্কিন সৈন্যের সহয়তায় মার্কিন করদাতাদের প্রায় ১ ট্রিলিয়ন অর্থ যোগান দিতে হয়েছে।আফগান সৈন্য ও প্রায় ৪৬০০ মারা যায় এবং নিহত হয় হাজার বেসামরিক নাগরিক, সাংবাদিক, ত্রানকর্মী।
এই যুদ্ধে আমরিকার কি লাভ হলো??
যুদ্ধ মানে জয় /পরাজয়ের ব্যাপার। হয় জয়ী হবে না হয় পরাজয় বরণ করে নিবে হবে।বর্তমানে তালেবানের সাথে দোহা চুক্তির ভিত্তিতে মার্কিন সৈন্য প্রত্যাহার করে নিবে।এতে করে বলা চলে মার্কিনীদের আফগানে পরাজয় শুধু আফগানে না সারা বিশ্বে মার্কিনদের নতজানু হতে হবে এবং জঙ্গীগোষ্ঠীগুলো মাথা চাড়া দিয়ে উঠবে বিশ্ব আরো উত্তপ্ত হবে।কারন আমরিকা যে লক্ষ্য নিয়ে আফগানিস্তানে প্রবেশ করছিলো তার বিন্দুমাত্র লক্ষ্য অর্জিত হয়নি।কেননা তারা চেয়েছিলো আল-কায়েদা, তালেবানকে উৎখাত করতে কিন্তু তারা পারেনি।যদি ও আল কায়েদা দেশ ছাড়া তথা তারা এখন আফগান -পাকিস্তান সীমান্তে অবস্থান নিয়েছে।যাইহোক, যদি এই চুক্তি ঠিকমতো পূরণ না হয় আবার ও আমরিকাকে চড়া মূল্য দিতে হবে সেটা স্পষ্ট। কারন তালেবান তুরস্কে ২৪ এপ্রিল অনুষ্ঠিত শীর্ষ সম্মেলনে অংশ নিবে না যদি সৈন্য প্রত্যাহার না করা হয়।তালেবান প্রধান স্পষ্ট জানিয়ে দিয়েছে যে, আমরা যেকোনো মূল্যে চুক্তি বাস্তবায়নের চেষ্টা চালিয়ে যাব এবং সাথে তিনি এটিও বলছেন আফগানের মাটিতে আমরিকার পরাজয় আমাদের জয় নিশ্চিত।
আফগানিস্তানে শান্তি ফিরবে!"
আমেরিকা আফগানিস্তানকে তালেবানের হাতে তুলে দিয়ে যাবে এতে করে কি শান্তি ফিরবে আফগানে।
এটা বলা সহজ না যে বিদেশি সৈন্য চলে গেলে আফগানে পুরোপুরি শান্তি ফিরে আসবে।কারন আফগানে থাকা সংগঠনগুলো যার যার জোর বজায় রাখবে তারা কেউই বর্তমানে সরকারের সাথে গলায় গলায় জড়িয়ে আফগান গঠনে লেগে যাবে না।এরকম টা প্রায় নিশ্চিত। কারন যে মার্কিনীদের কারনে তারা ক্ষমতাচ্যুত হয়েছে সে মার্কিনীদের পরাজয় হয়ছে আফগান মাটিতে। এরজন্য তারা চাইবে ক্ষমতার মসনদে যেতে।তবে ক্ষমতার মুলকেন্দ্রবিন্দুতে যাওয়া এতোটা সহজ হবে না আবার বর্তমান সরকার ও দেশ পরিচালনা সহজ হবে না।বর্তমান সরকার মার্কিনদের সহয়তায় এবং মদদ পুষ্টে ছিল।এখন তাদের ক্ষমতা হ্রাস পাবে।তালেবান এবং আল কায়েদা শক্তিশালী হবে।যার কারনে ক্ষমতার লড়াইয়ে আবার আফগান উত্তপ্ত হওয়ার সম্ভবনা বেশি।এতে করে শান্তি তেমনটা আসবে না বরং পুতে রাখা অশান্তির বীজ মাথা চাড়া দিয়ে উঠতে পারে।আফগানিস্তানের বেসামরিক নাগরিকদের হবে করুন পরিনতি তারা এতোদিন মার্কিনীদের দ্বারা নির্যাতিত হয়েছিল চুক্তি কার্যকর হয়ে গেলে তারা নিজের দ্বারা নিজের শোষিত, নির্যাতিত হতে থাকবে।তবে এখন দেখার পালা দোহা চুক্তি কতোটুকু কার্যকর হয়।
